Legal basis

 

EU Regulation 95/93; as amended by EU Regulation 793/2004 (“the Regulation”); this regulation provides the basis for slot coordination in the EU Member States and deals with conditions, the role and powers of the coordinator, coordination committee, airport capacity, allocation process, monitoring, sanctions, etc. Of particular importance is that the slot coordinator carries out its duties in an independent manner and acts in a neutral, non-discriminatory and transparent way. Hungarian law; the EU Regulation 95/93 is implemented via national legislation in Decree No. 5/2000 issued by the Minister of Transport, Communication and Water Management on slot allocation. HungaroControl Pte. Ltd. Co.- as the successor to the former Air Traffic and Airport Administration - has been established by Ministerial Decree No. 45/2001. According to its successor status and on the basis of the above-mentioned Ministerial Decree No. 5/2000 HungaroControl Pte. Ltd. Co. is the independent slot coordinator/schedules facilitator. 5/2000 in English

IATA Worldwide Scheduling Guidelines; these guidelines are amended every half year (July and December) and are applied worldwide. In case these guidelines are in conflict with the existing EU Regulation, the EU Regulation prevails. WSG

(European Union Airport Coordinators Association) has developed Recommended Practices on the interpretation, clarification and implementation of the EU Regulation EUACA
